System.ini disappeared

I have a computer with Windows 2000 professional - everything was working
fine and then the system.ini file disappeared.

The user of this computer does not have permission to delete this file . .
.. .

How can I restore it?

What could you possibly be doing that actually requires system.ini?!
Anyway, if you're not using 3rd party undelete software and it wasn't
deleted from Windows Explorer, it's gone! You can try copying one from
a clean W2K install and modifying it appropriately or reinstalling what
ever 16 bit Windows apps that need it.
