I saw an earlier post where someone could not obtain their system
information via Start | All Programs | Accessories | System Tools | System
Information. I'm having the same issues; error message "Can't Collect
Information" then "Cannot access the Windows Management Instrumentation
software. Windows files may be moved or missing." I've checked my services
(services.msc), but WMI is started (Automatic); WMI Driver Extensions is not
started (manual); and WMI Performance Adapter is started (Automatic). Is
there anything else I can do or check before reformatting and re-installing
Windows?

I think this may be causing other apps problems, mainly can't sync my
company's apps on my Win Mobile 6.1 PDA.

Want to exhaust all possible fixes before spending days rebuilding my laptop.

Laptop is Dell Inspiron E1405, XP Pro SP3 (Install CD is at SP2 level, Dell
Install CD).

Select Start, Control Panel, Administrative Tools, Services and right
click on Event Log and select Properties. The StartUp
type should be Automatic.Is it?

Hope this helps.

Check if WMI is working properly.

1- Right-click My Computer and select Manage.
2- Expand the Services and Applications tree
3- Left-click WMI Control to highlight it and then right-click on it and
select Properties.
4- If WMI is working properly you will see "Successfully connected to
<local computer>".

You could read the Microsoft article about this error:

http://support.microsoft.com/kb/323209

If all that checks out, stop the services and delete the contents of
this folder:

C:\windows\system32\wbem\Repository\FS

You may have to boot in Safe Mode, stop the listed services to delete
the files which will be recreated with a normal boot assuming the
services are set up to start correctly.

Stop, delete, restart to get a fresh start.
