These are the official requirements:

233MHz CPU
64MB RAM
1.5GB HD

However a machine with those minimums would perform terribly. From a
practical standpoint, you need

400MHz CPU
256MB RAM
20GB HD.

And even such a machine would not perform well for most people.

The word glacial comes to mind :-)

It depends entirely on who's using it and what he's running. My wife ran
Windows XP on just such a machine (but with a 10GB HD) for several years.
All she did was E-mail, some light word processing and occasional web
access. It wasn't fast, but it met her limited needs.

She was very happy with it, and turned down my offers to upgrade her.

Yes I've had similar experiences with people who's use is limited to basic
functions.
