system hangs when right clicking on start in taskbar

I have a customer trying to right click on the start
button that causes the system to hang. The only way to
correct this is by CTRL-ALT-DEL and use the task manager
to shutdown or reboot the system. What may cause this
problem and more importantly, is this problem fixable?
 
One way to source it might be to open the task manager, go to the process
tab, then, right click the taskbar and see what starts consuming CPU cycles.
If something shoots to a high percentage (anything other than System Idle
Process which is normally in the high 90s) you may have a clue as to the
source of the issue.

Another place to check would be the Event Log. Open Control Panel, open
Administrative Tools, open Event Viewer, go to the various sections and look
for errors that correspond to when this happens, double click the error, the
message within may give a clue as to the source. You can also copy the
message by clicking the third button down in the dialog box and paste it
into a message for us to see if we can figure it out.

Also check for viruses with an up to date antivirus application. And, check
for malware, download, install and run Ad Aware:
