Why does System.Environment.SpecialFolder.Personal return "5"? How do I get
the actual directory?

This is not a function but an anumeration member you have to use with
GetFolderPath :
http://msdn2.microsoft.com/en-us/library/system.environment.getfolderpath.aspx

(have you tried the F1 key on System.Environment.SpecialFolder.Personal ?
The doc should likely mention that this is for use with GetFolderPath in a
"see also" section or something similar).
