System does not boot after failed partitioning

I was using Partition Commander to delete the extended partition and
increase the size of the primary partition on my Sony desktop with XP.
Partition Commander was moving the data when the power went off. Now, I
cannot boot up and get the message:

"Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll
Please re-install a copy of the above file".

I tried booting with a floppy but it does not let me get to do anything with
the C drive. Tried CHECKMBR /MBR but no success.

Any ideas would be appreciated!!!!

At this point, continue with your partition work. When done, perform a
repair install of your operating system.
