System crashes when USB external hard drive powered-on

Hello,
The desktop now all-of-a-sudden constantly fails when the external hard drive connected to a USB 2.0 pci port is powered-on. The bluescreenofdeath shows IRQL_NOT_LESS_OR_EQUAL. Drive power_on used to act normally; either showing a prompt or no-action depending on settings.

Failure occurs only on power-on; not power-off.
USB device has been removed via DeviceManager and reinstalled by XP on subsequent boot.
No device conflicts show.

I am thinking system restore / backup OS recovery as a next step. Something I really do not want to do; especially if it has no relevance to this problem.
Any suggestions?

So what happens with the external USB HD is already turned
on before connecting to the USB port? This type of stop error
is almost always due to wrong or corrupt device drivers or
improper device initiation. Some external USB HD's have
autorun files in their roots...was this external HD recently
re-formatted or re-partitioned?
