If I was to purchase parts to make a new pc. Then get the system builders OEM
disk and I was to have a hardware failure like my mobo was to go out. Could I
then use then use the same key on that computer or is that key "wasted" and I
would have to go out and buy a new key.

OEM licensed versions of Windows Vista are tied to
the very first computer it is installed and activated on.
If the motherboard dies and cannot be replaced with
the exact same make and model motherboard, then
the OEM license has also died and cannot be used again.

Your Honor I'm just A poor system builder, I can't help it that the
motherboard I built this Vista computer with
is NO LONGER built or sold buy (pick a brand ANY brand) 12 months after
purchased from XYZ vendor.
See ya in court

The one topic with the most quoted misinformation is that of "OEM OSs".

Following is a partial excerpt from Microsoft:

".However, if a licensed end user needs to activate because the OEM
pre-activation does not work as expected (e.g., after the replacement of a
defective motherboard) they can do so via phone-based activation.."

Bullshit.

Run WPA. It fails. Select Phone option. Dial number, enter key, get put
through to call centre staff. May have to explain what has happened.

Horse pucky. Blatant lie. With generic OEMs (what the OP was referring
to, not branded OEMs which it seems you are referring to) you can
upgrade or replace your motherboard as many times as your little heart
desires. You spewed this lie with XP and now with Vista. Why?

(wink wink nod nod)

Might not work -- I see one of the VISTA updates today deals with a
situation where you are told, incorrectly, that your activation has
expired. In the course of explaining what to do it mentions that a
"BIOS Check" is made .......
