Possibly some Group Policy restrictions have been placed on the computer
which usually would affect only XP Pro computers that are usually in an
Active Directory domain. If your computer is XP Pro you can run rsop.msc in
the run box to see Group Policy settings and can logon as a local
administrator and use gpedit.msc to manage local Group Policy though local
Group Policy can be enforced by domain level policy for computers in an
Active Directory domain. It is also possible that registry settings are
causing lack of access. As Jerry suggested see if the problem still exists
when you are logged on as a local administrator. You can use the command net
user username to see membership of your user account using your real
username of course in the command. --- Steve
