System Administrator Problem - Removing restriction?

I just went to clear the internet history in IE and got a message that
restrictions are in place on computer and I couldn't do this, contact the
system administrator. Well, I am the system administrator. The other users
(wife and kids) are also system admins and their settings didn't change.
How do I remove these restrictions?

Hello!
If the built in Administrator account has a problem with
the History folder, create a new user account and make this
user a member of the Administrators group.

In Windows Explorer, locate the profile of the account with
the problem.
Right-click the History folder, and then click Delete.
When you receive a prompt to confirm that you want to
delete the History folder, click Yes.

Bob, I am no computer buff by any means but I can tell
you how to get into system admin since I just had to do
that. here are the instructions I got from compaq and it
worked for me.
1. Save and close all programs that you are currently
running.
2. Click Start, select shut down and chose restart the
computer.
3. Press the f8 function key or the ctrl key when the red
compaq logo comes on. (I never did see that screen, but
when the computer started to boot up I just keep pushing
the f8 key and it worked)
4. select option 3 to load windows in safe mode.
5. after windows loads in safe mode you will see the
systems admins icon.
