system 32 opens tried but wont fix

Upon startup the system 32 window opens. No problems are occuring it just opens. I went to Kelly's corner and downloaded the fix but it tells me that the expeted registry value cannot be found so it cannot fix the problem. Does anyone have any other suggestions? I looked at the registry myself and I cannot find the values suggested at microsoft either.
