Sysprep problem with ProductKey and SLP licensing

I am working with an image that has SLP licensing enabled. I am trying to
reseal the image with Sysprep to create an image for production. When I test
the image after resealing, the Windows Welcome process still asks me for a
product key. I have entered the SLP ProductKey in the [UserData] section of
the Sysprep.inf file, but that doesn't help.

Also enter it in oobeinfo.ini
