I've got a WinME box that fails normal startup
but it will run (and produce a grainy-screen desktop etc.) in a limited
mode.

This may have "gone south" after being powered off without shutdown.

Can a Sysinternals (or other?) tool diagnose what's wrong?

Easiest way is to try another monitor on your comp or your monitor on
another comp, that will give you a starting point.

did this work before?

its your display adaptor drivers probably...

you can always use system restore in winME to go back to a
point where it was working (assuming that it did)

Have you tried "System Restore" ?
Start-->Programs-->Accesories-->System Restore
