SyncToy Broken by August '06 Patches?

SyncToy stopped working after I appied the August '06 patches to Windows XP.
I generates an Application Error when I try to start it. This is the error
message:

"The application failed to initialize properly (0x0000135)"

This is on a Dell Latitude D600 laptop.

Anybody else have this problem?
 
I would back out the patches. Use System Restore.

I check the Microsoft Patch Reliability Ratings at the following website
before applying anything.

They have not rated the August patches yet.
