SyncToy and Admin/non-admin accounts

I am attempting to run SyncToy on a compunter on my University network where
I have limited access privilages. It refuses to run, saying it can't access
the registery. I have tried it on a computer where I have local Power User
rights, and the same error occurs.
Should SyncToy work on non-admin accounts, or it is only admin accounts that
can use it?

Use the .NET Framework Configuration tool to enable using Synctoy with a
limited account:

Select (as administrator) Control Panel -> Administrative tools -> Microsoft
..NET Framework 1.1 Configuration -> Runtime Security Policy, select "Increase
Asssembly Trust" under tasks on the right, select "Make changes to this
computer" (default), browse to C:\Program Files\Microsoft\Synctoy and select
Synctoy.exe. Click next, adjust lever to "Full trust". Next, and finish.

Remember, I have no idea if this affects your systems safety or stability
adversely. I just happened to stumble onto it, and it works =)

I wonder why the heck Microsoft's engineers haven't built this wonderful
tool (Synctoy) to run under non-administrative tools by default???????
