Syncing files after DST starts or ends

When I backup my data files to a removable drive after we "spring
ahead" to DST, an operation that copies only those files that have
changed, this is usually a very short operation. But after DST starts,
every file is copied anew, since it now has a new time stamp,
different by one hour.

Is there some way to prevent this from happening?

It's a known problem extending back at least to Windows 98. As I
understand it (which is not well) it fixes itself the day after the
switchover, which means you should no longer see the phenomenon
today.
