Synchronizing contact folders

Is there any way to synchronize public folder contacts with an users
exchange mailbox contacts?

The idea is that when the PDAs sync the user's profile, that they get the
share company contacts folder.

Your Exchange Server version is?

You could use 3rd party tools which support the synchronizatio directly with
"Public Folders":

You could try (for Outlook 2002) a freeware tool of Microsoft "Outlook PCS":
