synch offline folders issue

I have Outlook set to synch to an .ost. The inbox is
selected. I have it set to synch on exit.There are 300 new
messages in the inbox. Every time I exit it synchs the
inbox but it happens very quickly. When I open Outlook
offline none of the email is there. Just 9 emails from
months and months ago. What am I doing wrong?
