The fix that Microsoft has for this error does not work.
I have gone through the Symantec and Microsoft fixes and
neither does any good. The problem came when I upgraded
to Windows XP for Home. I have been trying to get the
Norton Virus Software back in service. I can neither
Install or Uninstall it. I get the access error both
ways. And Yes, it is the same message. Microsoft fix
was article number Q315352.
Has anyone else had this problem and been able to solve
it? I am wondering if I get the new Norton software for
2004 if it would replace it?

You need to uninstall Norton, then reinstall it.
Use the following tool:

How to uninstall Norton AntiVirus by using the Rnav2003.exe removal utility
http://service1.symantec.com/SUPPORT/nav.nsf/docid/2001092114452606

Remember to perform the "Live Update" several times after you reinstall
your Norton program.
