There is no DOS in XP and no way to get into it, short of booting
from a DOS diskette.

If your intent is to format the drive and reinstall Windows XP,
you don't need to do this. Boot from the Windows XP CD and follow
the prompts. It will lead through reformatting and reinstalling.

If you want to install a different operating system, then you'll
need to boot from a DOS diskette.

To format your drive from DOS you will need a DOS boot disk.
www.bootdisk.com If your file system is NTFS, then you need to know how
to use FDISK as well.

If you have a retail XP CD, its bootable as well, and as part of Setup,
you'll be offered the opportunity to format, partition your drive.
