Switch languages in the language bar

If anybody knows how to do this, i've been wondering. i'm trying to switch to
a different language, but when i switch from EN to another language say for
example french of spanish or something, it may switch to it but when i type
its still in english. What i want to know is how do i make it so i can type
in another language? Where should i go in control panel and what should i do
in it to get this to work? if you know please tell me thanks.

As far as WindowsXP is concerned:
Go to Control Panel > Double Click Regional and Language Options
then
Regional and Language Options window opens,
there are three Tabs , Regional Options, Language, Advance Tab.
You have to add/set Language(s)/Font(s) etc. that you want to use.
If you needs further questions, post it again.
As far as IE and OE are concerned, their options have to be set
according to your language preference needs.
