Switch from http:// to https:// - not happening

My IE browser will not switch over to a secure page. I get a general page
can not be displayed error. My Privacy setting is Medium and I have both Use
SSL boxes checked under the Tools/Advanced/Security tab. Any ideas on how to
resolve? This is a new issue as I previously was able to navigate to secure
pages.

Make sure your firewall is not blocking port 443.
Go to Start | Run and enter these commans (press <Enter after each one).
