SwissKnife a fully windows program used to create/format partitions in
your hard drive. Supports IDE interfaces in Internal, external like
parallel, PCMCIA,USB,firewire.

Supports creating FAT16 and FAT32 fixed and removable partitions.

Probably not. The Linux people have been working on that for the last
couple years and still can't do it reliably although they can resize
one and they can read files and overwrite files in place. NTFS is a
tough file system to reverse engineer due to it's complexity as a
journaling file system and lack of documentation on MS's part.
