I am running Windows 2000, I am frequently getting svchost.exe error whenever I am login as a user (Power User Group, with Administrator Profile copied to the Default User), and not an Administrator
Everytime when I get this error, I couldn't Cut & Paste in Windows (e.g., when moving files), also I couldn't Download in Wondows Explorer
This happened recently after I have reinstall Windows2000 for less then a week, therefore I don't think I have got a virus.
 
I was having the same problem and after a few days of
research this is what I did:

I loaded ALL critical and important HotFixes for my
Win2000-SP4 OS from:

http://www.microsoft.com/technet/treeview/default.asp?
url=/technet/security/current.asp

The one I fix I think did the trick was:

Microsoft Security Bulletin MS03-039
Buffer Overrun In RPCSS Service Could Allow Code
Execution (824146)

I also updated the latest virus definitions for my Norton
Antivirus which after a full system scan, it didn't find
any virus' on my system.
