I am working on a machine that take FOREVER to boot and
run anything. When I check the task manager, at least 4
to 5 instences of svchost.exe are running, and one of
them is sucking up 75% or more of the CPU time. What can
I do?

I think you have a virus.

If you go to the command prompt and type "netstat" I bet you are
going to see a whole raft of connections to foreign servers. I think
you are seriously compromised.

Go here, search for svchost.exe:
