This file is the root of a lot of activity on the system in question.
Clogging the network with activity and creating massive pop ups,
despite using Firefox.

A search of the net finds precious little.

My assumption is that this is a new threat. Perhaps it is related to
something else.

Anyone?

That file name has been discussed here recently, and I found that
it's likely a newer Spybot/Agobot/Gaobot variant. When dealing with
just a file name, you should upload the file for scanning by several
different av products:

Let us know the malware names the av products have assigned.

Also, you might try scanning the affected system using the KASFX
program from my web site. It uses the Kaspersky scan engine.

Googling for the filename (that is in the Subject line and not the body
of your post) found this page, of 117 hits

The file name it is trying to hide behind is the real svchost.exe
