Suspicious Folder Lurking in Control Panel

Yep--I've found another suspicious character lurking around in my
computer. Here's the deal:

It's in the Control Panel. A yellow folder, no name, and no action
taken when I click on it. Sits there as the first folder, right
before the Accessibility Options.

I searched my C-Drive for all files ending in *.cpl. There are 15
*.cpl files: There are 33 items (including the blank folder) visible
in the Control Panel.

What IS that blank folder doing there?

There are also three folders that seem to relate to Control Panel:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\explorer\ControlPanel\NameSpace
for an invalid entry.
 
Thank you for the great suggestion. I looked through there, and
it jogged my memory -- I installed a new version of TweakUI, and the
blank folder was it's feeble effort to show up in the Control Panel.
I ran one of Kelly's scripts, and viola, all is well. :-)

Now I just have to figure out what's causing Windows Explorer to
black out a few times an hour.
