Suspect Rnr20.dll problem

Dear MVPs,
I'm running IE6 in Win98, on a dial-up modem. The IE
connection is set to "Dial whenever network connection is
not available".
However, the IE does not prompt for a dial-up (dialog)
when no connection is available, and even if I've
manually make a dial-up connection, the IE browser does
not display web pages (Page cannot be displayed), and I
can see in the status bar
that there was error - "opening
file://windows\system\SHD0CLC.DLL/dnserror.htm". I've
deleted cookies and temp files, and also tried
spywareblaster.

I strongly suspect the rnr20.dll is involved.
Please advise how to resetup/repair the registry:
"HKEY_LocalMachine\System\CurrentControlSet\Services\Winso
ck2\parameter\NameSpace_Catalog5
\Catalog_Entries\00000001" key.

2) WinsockFix.exe (by: Option^Explicit)

Note: if needed HijackThis - Startup log can produce the Winsock dll's used:
