We are running SUS 1.0 SP1 and have the same problem, with the difference
that we also want to download swedish patches.
From what I can see, from our SUS, is that the fixes that SUS downloads, are
english and swedish, with two exceptions:
* Updates for Microsoft .Net Framework, which come in Chinese, Korean,
Spanish etc, and
* Windows SharePoint Services, which also comes in a bunch of languages.
Now, I have no knowledge about the sharepoint updates, but I do know that
the non english .Net Framework updates use an english "core" of files, with
localized language pack addon.
Thus, the files might be connected, and SUS cannot unconnect them somehow.
The problem probably stems from that a chinese installation, for example,
needs both the english base package, and the language pack, and thus affect
the reverse situtation, even though a english only SUS server ofcourse has
no need of the localized language version.
One can hope that the problem is fixed in the next version, that is
currently in Beta.
Unfortunately, this specific problem is hard to test, as the beta product
currently only supports english and japanese updates :-(

FYI,
Since we couldn't stop the downloads, we simply did not approve the updates.
In SUS Admin, all unapproved (and previously viewed) updates are listed at
the bottom.
New updates are listed at the top, for easy approval.
So this is a problem in that we a coiple of unnessesary updates, that are
never approved or used, but that is more of minor an annoyance for me
personally, since
1) I, as the administrator, is the only one to ever see this, and
2) Disks are cheap nowadays, and the company that I work for is not worried
about disk space costs in regards to SUS 1.0
We have, as I stated earlier, opted to download english and swedish updates.
On our SUS server, the updates currently take 2.6 GB, and that includes
servicepacks such as
Windows Server SP1, eng 337 MB
Windows XP SP2 eng + swe, at 264 + 272
Windows XP SP1A eng + swe at 125 + 128
Windows Server 2000 SP4 at 130
