No, there is no update, it's a different story:
unlike Windows NT/XP, Windows 2000 requires its CD-ROM to
enable Cyrillic support - only then Russian keyboard layout
appears in the list of layouts.
That is, you need to go to Control Panel - Regional Options,
and in General tab find a bottom frame
"Language Settings for the system". There, place a check mark
next to "Cyrillic" and you will be asked to insert CD-ROM.
If you don't have one, you will *have to* find it somewhere -
ask friends...
