Superimposing a still over an .avi

I can't superimpose a still image over an .avi even though when I "ordered"
the image it's in top & is clealry that way on the screen. When I play the
PPT & it comes to the spot that the still is supposed to appear via
animation, it shows up behind the .avi frame! The crazy thing is I was able
to do this on a PPT I made a few months ago and when I look at the old file I
don't see anythng different that I did back then.

Video will always be on top.
You can though, use the Microsoft Forms 2.0 Frame (activex control), and
insert the image from there. The frame will allows your image to be over the
video.
To do so, click View > Toolbars > Control Tool box.
Click More Controls and look for Microsoft Forms 2.0 Frame.

I was able to get to the frame per your instructions & sure enough it was
"supered" over the video but I'm missing the step for inserting the image
into the frame. When I went to "Insert" --> "Picture", the image is still
behind the video. I looked for "insert" in the frame but I'm obviously
missing something.

Right click on the frame, select properties.
This will bring up a dialog box.
Look for Picture. Click on the browse button (denoted by three dots).
You can then insert your picture through there.

This has been great but there's one more thing I neglected to mention. I want
to animate the picture that's now in the frame; bring it in using one of
PPT's custom animation effects. When I select the framed picture now the
custom animation feature stays inactive. Is this do-able?

Unfortunately no. You can't animate them. I would suggest you to use video
editor to add the picture directly into the video instead, and using the
video editor, you can animate the picture.

I'm working with Camtasia Studio as a video editor; does PPT have one? I may
have an earlier version (its' from office 2003).
