Sum Values Based on Date

I have two columns, one is a date and one is a number. For example:

6/05/06 75.00
6/22/06 75.00
7/05/06 75.00
7/18/06 70.00
7/31/06 73.00

I want to sum all numbers whose associated date is less than equal today.
How would I do that?
