System details:
Windows XP SP2
Office 2003
Dell Latitude X1 (recently purchased hardware, so no problems there)
User does have a blackberry device tied to the Exchange server.
Exchange 2003 mailbox
Okay, here is the problem:
Organizer creates a meeting, adds an invitee and sends. Invitee declines or
proposes a new time. Organizer can no longer edit the meeting, calendar
indicates he no longer has permissions/organizer rights on the entry.
Fixed once: Created a new Outlook profile and the user was able to operate
as normal. However, the problem has resurfaced. Not sure what the problem
is here and there are no hits after ~2 hours of searching
google/microsoft/tech resources on a possible fix.
Below are notes from the support request opened by the organizer (names have
been changed to protect the innocent):

This is a profile issue. May be tied to blackberry, but a new, clean
profile has resolved the problem. Will work with Tom to rebuild PST files
and settings.

Performed Office Detect and Repair, this did not change anything.
Tom was able to make changes to the meeting using the Outlook Web Client.
Suspect his Outlook client is the problem here.
Had Tom search for outcmd.dat and rename, restart Outlook in order to
rebuild the file. No change.
Created a new profile and started outlook.

Subject: Outlook somewhat broken
If I enter a calendar entry and invite a person, all is well.
If they decline the meeting, I can no longer make any changes to it.
In a similar manner if they propose another time, I can only accept it but
can not change it.
Please help.
Need a little help resolving this particular problem.
