That site is constructed using frames.
Others have reported having problems viewing frames
and I have asked them to test if Encoding is a factor.
I suspect that they would have problems if they weren't using
Auto-Select. FWIW with Auto-Select I am seeing US-ASCII
being selected on all of the page's components.
Can you at least see the source of the Frameset? (Alt-V,c)
If so you could extract the URLs for each of the frames
and try to view the frames in their own separate windows.
If you need more help you'll have to elaborate on what you
are seeing and also provide more details about your system
in case diagnostics need to be suggested.
