suddenly can't access "Internet Options..."

Suddenly can't access "internet options..." under the
Tools menu. Gives an error message that "This operation
has been cancelled due to restrictions in effect on this
computer. Contact your system administrator."

Logged on as Administrator. Weird. Maybe has something
to do with my using a dial-up internet connect last week?
Don't know. Goofy.

Any suggestions would be much appreciated.

I can log on as another administrator user and it works
fine. But not as me, also an administrator.

I am having the exact same problem. What is going on?

I read a little further back in this newsgroup and found
a post from this morning pertaining to my (and your
problem). I figured out that it was a setting in my
Spybot S&D that was giving me the problem. It is fixed
now. Below is the contents of that post.

Hi Robert,
This is due to the presence of "NoBrowserOptions"
registry key present here:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions]
[HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet
Explorer\Restrictions]

Setting the value for NoBrowserOptions to "0" solves the
problem.

Automated methods:

If you are using Spybot S&D, disable the option:
"Lock IE control panel against opening from within IE"
[Tip from MVP Mike Burgess]

"Remove IE Restrictions & Restore Missing tabs". Download
fix from:
http://www.mvps.org/sramesh2k

This problem can also be caused by spyware. Download Ad-
Aware from www.lavasoftusa.com, scan the system and
eliminate the malware products. Re-apply the above fix if
necessary.
* Don't forget to update the pattern file using WebUpdate
in Ad-Aware *

Here are the steps:
1. Start Ad-Aware.
2. Click [Check for Updates] [Connect] and download
the latest pattern file if available. and click Finish
3. Click [Start] [Next] (System will now detect the
spyware)
4. After the scan is finished, click [Next]
5. Select all the items (checkboxes)
Right click on any object in the "Scan result" list
and choose [Select all objects]
6. Click Next and click OK to confirm spyware removal.
