Suddenly, cannot receive email (0x80040900).

I have tried everything and cannot seem to get my gmail nor my mail2web
accounts to download email to oulook. The same error comes up everytime.
I've triple and quadruple-checked my account settings, tried pop3 AND Imap,
suspended my firewall and AV settings, and checked my email online to see if
there was a problem with the internet. Nothing seems to work. Outlook says
its a problem with the server, but for BOTH accounts?
 
Could someone help me with this problem? It seems that others have posted
similar difficulties, and I've followed all the suggestions I've read. Is
there a step-by-step site or live chat that would help me troubleshoot this?
