sudden slow down of program start up

There has been a sudden (overnight) slowdown in start up time for programs. All I remember doing is installing and removing a USB storage device (Sandisk MiniCruzer). A "Safely Remove Hardware" icon persists in the tool bar on the right even though the device has been removed. A day earlier I installed an update KB828028 from Windows Update.
 
I have also installed KB828028 patch last week. Since then my system is incredible slow! Every progrma start takes around ten times than before! I have already found in the internet a similar behaviour of "a very small number of systems" after installing XP SP1. Microsoft had a patch at that time (Q815411). I installed it now, it helped, but just a bit. I think Microsoft should have a patch for this problem as well. Any comment from "experienced microsoft customer" are appreciated.

Apparently many are having this problem. Uninstall the
update KB828028, reboot, then see if you still have the
problem. If you do not, then disable your anti-virus
program, then download and install the update again.
Worked for me. Microsoft points out conflicts between a-
v programs and Windows Update here
