Subreport not showing all data

I am using Office XP Access 2002. When I view my sub report which has a Group Header and Detail section, all the data appears. Note: some of my data has null values but all the data appears before and after these nulls. Section does have Can Grow and Can Shrink turned on

When I open the Report with my subreport in it, only some of the data appears in the subreport. Not all of the Group Headers appear with their details

Any clues on how to show all the data or is this a bug in Access 2002
 
Do you have link master child values entered in the subreport control
properties?

Is the Can Grow property of the main report section and the subreport control on the main report set to true?
