Submit button issue

Any ideas to why the browse buttons within the form properties window are not
active? Any way to make them active? Typing the URLs in the provided text
boxes does not work either, so maybe if I can get the browse buttons active I
can directly select the page I want to come up after the form "submit button"
has been pressed. I have been greatly perplexed by this problem for more than
a day, so if any one can help, it would be greatly appreciated.

Do you have a web / site open in FP when you are creating this form?

The only web page open - is the page opened in FrontPage. Here is something
else interesting, when I go to insert, form, and expand that drop down window
down - list form, list field, and form web part are inactive, too.
 
You must first open a web / site, then create / open your page, then insert your form and form
fields.
