Stupid network question!

I have had to re install my OS, and I cannot remember what I have to do to
get the LAN working between my WinXp and Win98se machines.

I have the IP address and subnet mask setup in both machines ok, and each
machine can ping each other, but neither machine can see each other in
Network Neighbourhood.

I had the same problem, simple answer is to get a router,
even easier is to get a router

I already have a router.
Anything else?
Is it something to do with permissions or something?
