Stumped!

I have a problem that is very difficult to figure out, but is probably an
easy fix. The problem is, I have little information to help so bear with me.

The system is running WinXP Home edition and is running SP2. The user has
DSL and can ping the provider's server, can send and receive email, but
cannot load webpages. When you open the browser, it goes out and locates the
page (doesn't matter which one), then basically times out after 30 seconds or
so. This connection problem happens with IE, with MSN Messenger, and with a
3rd party weather program provided by the provider (although the diagnostic
tests for this program state that it is able to connect).

The user did not know when the last time it worked, possibly last weekend. I
did a system/restore back to 11/1 with no luck. I also scanned for spy/adware
and viruses both are fine. I checked the programs loading when windows
starts, both through msconfig and the registry keys, and nothing is out of
the ordinary. I even tried through safe mode with network support, still no
luck. I also restored all the defaults in the internet properties and setup
a new dsl connection without any luck.

I'm suspecting it is a setting somewhere, or a registry problem, but I am
unable to think of what it could be.

Any suggestions would be appreciated. My next step is to repair Internet
Explorer, but I don't believe that is the cause.
