Stuck on "Windows is shutting down"

Xpe SP2, the image works fine but from time to time it hangs on "Windows is
shutting down" on shut down. I do not like using the power switch to turn it
off because if affects the CF over time. HOW DO I GO ABOUT FINDING THE CAUSE
OF THIS INCONSISTENT PROBLEM AND FIX IT?
