stuck at DMI Data Pool

I just started building my PC. I've got all of my hardware in and the
screen is stuck at DMI Data Pool. I am using a hard drive that came out
of a compaq presario. I formatted it before I took it out by using my
3.5 inch floppy drive. It only used one diskette. I tried unplugging
all of the hardware to include the hard drive and it says boot disk
failure insert disk and press enter. When I do that it just goes to a
command prompt screen with A:\>. I tried typing in sys c: and fdisk
/mbr and it just says that it is an improper command. I can't get it to
go to the BIOS screen. I need help.

Which OS are you gonna use ?.
You have a choice of 95,98, 98SE, 2000 or even WinXP.
How can anyone help you, if you don`t give some sensible
information ?.

You say you`ve formatted the hard drive, soooo there`s no OS on it.
Win XP will install by booting off the CD.
So, restart your machine, and on the first black screen, it will tell you
how to enter the BIOS. It`s probably Del (delete).
Go into the BIOS and set the CD to be the First bootable device.
Save the settings and exit.
Now restart the machine whilst inserting the WinXP CD.
Off you jolly well go. <g>.

I had the exact same problem with my new MSI board, except it started
after I already had an OS on the hdd so I was able to boot through it
by removing the floppy. I changed the boot order from
floppy/CD-ROM/hdd to CD-ROM/floppy/HDD and that fixed it.

Why I don't know.
