stubborn programs

I visited a page on the web and an icon appears ; i tried to remove it in add/ remove programs but when i reboot the computer the program still pops up ,how can i get rid of it . please, pease helme i already try ad-aware,spyware, but nothing

run spybot at safer-networking.org and update and scan on easy
and use the immunize feature and block bad pages.
