Streets and Trips 2006 install error

I am trying to install MS Streets and Trips 2006 and keep getting the
following message:
Error 1326. Error getting file security: C:\program Files\Microsoft Location
Finder\ WiFiScannerLibrary.dll GetLastError: 5

IE Controls and permissions are set properly. WiFiScannerLibrary.dll is
listed in Location Finder. Running XP Home Edition SP2- P4 3.2 1 Gig Ram
DSL. Any suggestions?

I suggest you ask in a newsgroup that deals with XP Home. This group is
for XP Embedded which is a rather different animal.
