Streaming Video (an mpg) from a Front Page Web Page without downlo

Hello,
I am looking for help and instruction on how i can create a Page in
frontpage that will stream an mpg file (video) from the web server without
downloading the file. I would prefer that a user of the website be able to
click on a link on my page that will launch the video and stream it without
having to wait 20 mins for the video to download.

Is this Possible and if so, what do i need to do.
Any help is greatly appreciated.
