Streaming Audio Requirement

Does anyone know why my Dell Inspiron Laptop will record streaming audio broadcasts Radio4 but my Dell 9100 Desktop will not. ?
Neither have a separate soundcard so I expect built into the motherboard.
Laptop has Sigma Tel C Major Audio
Desktop has Sigma Tel HD Definition

Would I be able to record streaming audio on my desktop if I bought a PCI Soundcard ?

Software is Super MP3 Recorder Professional.
