Strange USB problem

I have a Dell Inspiron 8500 running WindowsXP with SP2.

I have a USB device that when I plug it in Windows says there was an error.
When
The Device Manager shows it as an Unknown Device and under properties it
shows a VendorID of 0000 and a ProductID of 0000. Windows does not even try
to load or search for any drivers.

Now, when I run USBVIEW it shows that there was an enumeration error but it
does
show the proper VendorID and ProductID along with the rest of the
enumeration data.

Anyone have any thoughts?

Just a guess, but might this "un-named" device require drivers and an
inf file to match the VendorID and ProductID? You may have to install them.
 
I do have the drivers installed but Windows does not even try to find them.
I would guess because VID and PID of 0000 are invalid.

I just can't figure why Windows does not recognize it but USBVIEW does.

Usbview uses other methods to read the VID and PID than
what the enumeration does. So this is possible.
Have you tried to replace this device or plug it in another computer,
or use a powered hub?

I have connected this device to two other computers and they recognized it
correctly. One of the computers was the same model laptop as mine.
