Strange toolbar?

What is "My Toolbar"? Is that a part of Windows 2000, or
is it adware/spyware? It's listed with programs to add or
remove and I've never noticed it before.

No, it's something you or one of your programs installed for you. Search
registry for My Toolbar, type regedit in run box.
