strange temporary files

I keep getting zero-length temporary internet files named [1], [2], [3],
etc. (yes, sequential numbers in brackets with no extension.) that do not
delete when I clear the cache. I have to manually delete them at a command
prompt.

I noticed this when IE6 started getting sluggish, so I cleared the temp
files, then checked the temp folders manually, and there were hundreds of
them, probably thousands.

In another couple of days, I checked the temp folders again, and the files
were starting to build up again.

I then checked for the obvious: I did not find any spyware or viruses.

OE puts them there. When you clear cache check the box to Delete all
offline content.
